Would it be possible for the Wii U to run Zelda U at 60fps?

I don't think the hystory of the franchise matters. Before Galaxy, there had never been a 3D Mario game at 60fps. They can, and should, change the standard framerate to 60fps if the hardware can take it.

Well that's true, but as other has said before, it depends on the design choices they have taken in the development process, and what they want to achieve and the sacrifices they'll make to accomplish that goal.
