You mean the One? Well, it even sells better in europe at the moment. First Xbox startet with an extremely high price (479,-€ i think) and then dropped very fast. Didn't help it.
360 had one year headstart, was really powerful back then for it's money and still did not sell that well.
The One does actually even sell better in europe, without official pricecuts.
I wouldn't expect it to do better than the 360 overall. But it will do way better than the original Xbox. And that without being the most powerful console, pricetag on par with PS4...
Did the temparary pricecut help? Sure. But that wasn't a thing in continental Europe.
As for PS4, it would need to sell on a high level for a long time, get those PS2 casuals back (unlikely) or draw in much more coregamers in a gaming ecosystem that has changed totally.
I'd really say that the One will do better than the first Xbox but worse than 360 and PS4 will do worse than PS2 but better than PS3. Again, both with shorter lifecycles than last gen.
