The awful writing and direction probably comes from the fact that they've no other option than to straight up clone the material to another format unless the said material didn't initially have a plot or a lot of lore either. You have a point about animation quality but it is often times more than satisfactory so in the end it's the original source that largely becomes a dominating factor to an anime's quality.
As for the second line that was almost never case for me ...
