A person using a tablet and/or TV would have no need for PS+. People are looking at this service the wrong way. They are looking at it as current PS3 and/or PS4 owners.

But Sony are looking at it as a way to get more players into the Sony brand and therefore PS+ would be an extra incentive to get people to buy their consoles aswell, added value you know :). Also, it would enable Sony to say that if a game is included in PS+ on a console, you get to keep that game in PS Now aswell for example.

I think it is more of a way to just make use of their back catalog of older titles and not much to do with selling their new consoles. They do that with new releases made specifically for those consoles.

If this was about bringing people to their brand or more specifically their consoles they wouldn't be bringing this service to just about everything under the sun.
