The reason is that nintendo wants to make cheaper versions of wii u and 3ds for china and the other emerging markets,or they may want to release wii and dsi!Xb1 doesn't perfom well,neither probably ps4 will,why releasing wii u then?China market is huge but currently is tiny for gaming consoles and actually not so friendly to foreign products(mainly or only American and Japanese)!Just with low prices(i.e an affordable product),something might do well there...
