In Resident Evil: Revelations Wii U, does the GamePad act like the touch screen of the 3DS?

Basically what the title says. My cousin wants to play Resident Evil: Revelations HD, and since I like how the touchscreen is used (I plan on playing it again, by the way.), I'm wondering if the Gamepad is used like the touchscreen of the 3DS. Thanks in advance!
