Nobody's claiming it's as bad as FGM (though there are different levels of FGM, and even the kind that would be equivalent to male circumcision is illegal). It is, however, a medically unnecessary and irreversible operation performed on infants who cannot possibly consent to it, at best.
Whether or not it does any harm, I'd say that's grounds for prohibition unless it's a medical necessity.
