I own the game on PS4 and in my limited experience it's about 60/40 in terms of when you find full games versus non-full games. This is in the middle of the day though, maybe it's better at night. You find more players online in a multiplayer only game than in a game that is mainly known for its singleplayer and whose multiplayer is regarded more as a secret tip... impressive.
