Are you sure its not just inentionally different light? I mean Mario has  top down light/shadows for precise platforming. Captain toad does not need that so they can change the light sources/direction etc.

What fatslob said, plus there's added bloom where the sun hits the clouds, and what looks like an additional specular layer on the pipes.
