If you hated Wind Waker, you'll really hate Zelda U.

It's a bridge, not ruins. That whole area is the area next to the "dungeon" featured in Zelda U. It's the equivilant of Link being in the boat right next to Dragon Roost. Of course it would be more populated then the middle of the ocean, or the middle of the forest in the picture I already showed from Zelda U, in which it really was empty aside from the trees.

There was a lake or something next to it in the vid though.

I suppose ultimately, I would refute the thread title because I deeply dislike Wind Waker, yet I love what I've seen of Zelda U so far.
