The theif obviously. No security system is entirely secure. In fact, the best way to improve security systems is to hack it internally to expose weaknesses. Saying something like get better security is pretty naive. Not to mention the hack of Sony Pictures, is on an different network and was hacked for different reasons than PSN. Thats like saying someone in Los Angeles should wear body armor outside because there cousin in Chicago got shot.
Its much safer to simply not be a target, which is ofc what North Korea wants.
