Jumpin said, a keyboard for Windows ain't optional... but it is nowadays. Many programs will profit from a connected keyboard and/or mouse, many others won't. It totally depends on which programs you personally want to use on the device.

The same goes for the WiiU... some people don't want or need the additional features of the tablet controller, they would play the compatible WiiU games with the Pro controller anyways. And if they change their mind later, they could buy the tablet controller as accessory.
