They've demonstrated a clear preference for 720p only when trying to achieve 60fps, which definitely won't be the case on this game, I'd guess. Yeah, 720p 30fps could definitely happen, but I think 1080p is nowhere near ruled out at this point - I don't think they've pushed the Wii U as hard as they can yet. Xbox One struggles to hit 1080p but in most cases it's either because they're aiming for 60fps or just bad optimization.

Oh I agree, it's not even been out for two years yet, it's full power is yet to be fully tapped.

If we look at their 1080p games so far though, they all had a clear reason for being so; WWHD may have had upgraded lighting, textures, and shadows, but it still had a GCN level of geometry and scope. Smash Bros had less detailed graphics than its 720p stablemates. I don't see any such tradeoffs in what we've seen of Zelda Wii U.
