Wegmans is more of an upscale grocer, so i typically never see any carts in the lot. They even put signs up on windy days reminding people to return the cart to the corals.
However, Price Chopper, which is more of an middle ground grocer, it is more common to see the carts all over the place, however, they aren't as busy as walmart in my area so they do a decent job of maintaining the parking lot.
So I would say it happens everywhere, but the fancier the store, the more likely they hire multiple people to clean up the carts from the lot.
