Why is that surprising? Destiny (the year's other high-profile shooter release) had a ratio between PS4/Xbone that was not big (46% for PS4 and 36% for Xbone), even though PS4 had exclusive marketing and bundles... this time, all that is in favor of the Xbone with COD. I, myself, was expecting the Xbone version to come out on top in its first week.
This is very impressive for both platforms though, compared to how last generation consoles fared.
