Because the developer(Grezzo) is a small team & Nintendo ended up remake or refresh brand new game other than porting from N64 to 3DS due to complete different code & unable to translate, so you know wanna why Wind Waker is easy port... Because GCN, Wii & Wii U are IBM CPU & ATI/AMD GPU.
