The $30 is likely the profit margin Nintendo wants for the game.
The controller + adaptor costs them peanuts to make (same with a Wiimote + Wii Wheel in the MK8 package a few months ago).
Nintendo doesn't just "give away" new games for free. They will bundle them, but only after they've sold through their first/second wave of shipments and recouped development costs -- ie: Mario 3D World is only now the standard pack-in game.
