PS4 will sell more, but not by much... Xbone has the exclusive advertising and hardware bundle, not to mention that Xbox userbase has always purchased more shooters, relatively speaking, than any other (even during PS2). These factors allow the game and other shooters to have much higher attach rates on Xbox One.
However, I expect the PS4 version to have stronger legs and eventually outsell it significantly, pretty much like how Ghosts eventually sold more on PS3 than Xbox 360.
