Playstation 4 easily, the gap in install base is just to big. In U.S. it will sell more on XOne but by a small margin, however in Europe en the rest of the world the PS4 version will probably outsell the XOne verion 2:1.
Even with earlier installments on x360 and ps3 the difference in sales of COD games was getting smaller and smaller, and that was with an equal install base and a much bigger one for X360 in the U.S.
