Because M$ is still reeling from the bad PR the X1 got pre-launch, despite the fact that the X1 and PS4 are essentially 2 sides to the same coin, and their libraries are more than 95% similar, with only a handful of exclusives being the difference between the two.
Things like "resolutiongate" have probably moved more PS4s than anything else.
