Its not very surprising, considering we don't know how much it outsold by.
This is America only.
The gap is about ~ 1mill.
Bundles being ignored is about 100-300k loss of Destiny PS4 unit sales
Both are affected by digital loss, but PS4 more so because of userbase.
MS's free game promotion the week of Destiny was ~100k boost of retail sales
So its not that surprising at all.
