Using a DNS in an alternative territory is not illegal. In fact, its perfectly legal and encouraged by Netflix.

Its one of the fundamental rights of the Internet, to utilise services no matter where they are, which is mainly a fault prevention scheme

Netflix allows account roaming for travelling and other such purposes.

Netflix allows it because it helps them, but faking your location to gain access to other services is definitely illegal. I'm no lawyer (and I actively do it), but I'm pretty convinced it's illegal

But definitely more illegal than other methods of watching TV online
