Same way it works in any other game that has integrated voice with matchmaking. I'll put it in steps for ya
Step 1: start matchmaking
Step 2: get into game once matchmaking complete
Step 3: say hello
Step 4: assess if you would want to play with person again based on small talk and skill levels
Step 5: send friend request
Step 6: play together again later
