Legs usually depend not only on the game itself but availability of other titles, 3DS Smash could be hurting the game a little, but the lack of any other significant game for the console (till Bayo2) might help it a bit. I only have anecdotical evidence, but in my country (a small one, where few people have the console), the stores only bought the units that were pre-ordered, and I don't think they are planing to bring more, even the grey market is very skeptic about this game, so the legs may come in the holiday period.

In the states, which is the biggest Zelda market the world over, the title seems to be continuously selling decently, and note that I said "legs" not legs like actual blockbuster Nintendo titles. This is more a case of the wary consumer as "hype" and "advertising" is an alien concept to Nintendo.
