With previous entries that were localised, they were planned that way prior to release. With this one, localisation clearly wasn't a lock from day 1. It takes time for word to get through, decisions to be made, translations to take place, etc.

Maybe the campaign won't change their minds, and we'll just have to hack it like we did with Fatal Frame 4. But it's worth a shot I reckon.

Except that's not how it was with the 3DS spin off ... The north american release wasn't announced before the japan release. It was only announced 5 days after the japan release. 

If the campaign doesn't change their minds then the fans will have to brace themselves for the worse and instead expect the WII U to be hacked along with a release of an unofficial patch ... 

Wii U being hacked isn't the "worst", it's what we're looking forward to. It's how we'll play the game if it doesn't get localised. Just like Fatal Frame 4.
