Might have been a time-limited contract, in which case Nintendo had no say after x amount of time passed, or Namco and Nintendo made an agre,ement. Either way, Tales of Symphonia had nowhere near the investment from Nintendo that Bayo 2 does. All Nintendo really did was to ensure that Symphonia would be a GC exclusive in the US during the time in which it really mattered.
