That is not really true. Most PC gamers I know also own consoles, mostly for exclusives. They just prefer to game on PC. Which makes releasing the Halo: MCC on PC a good business move. You use it to sell the XBOne to console gamers this year and then mid next year you release it on PC as part of the marketing push for Halo 5 on XBOne.
MS have the data and they seem to think timed exclusives work. If they didn't they wouldn't port over the Fable games, buy timed Tomb Raider/Call of Duty DLC etc.
