A virtual console doesn't always need to be streaming. It could be done like a Steam OS and Steambox, but instead of Steam OS replacing windows, have this PS + Xbox os work with Windows kinda like a gaming mode.
With MS making the OS and Sony making the possible hardware, you'd be lying if you said you didn't wanna buy it.
