It "fluctuates" but in no way can you really call that "stuttering" since the frames are delivered with a much lower frame time variance ... 

I've frequently seen "stuttering" used to describe an inconsistent framerate like Bayo 1 on 360 has. I guess we just mean different things when we use the word.
