Going by Tabata I think who said that Type-0 HD is on PS4/X1 because SE wants to create a fanbase on those platfroms before FF XV hits, DQ Heroes looks like it might have the same purpose. Couple that with the playing DQXI on a big screen and now this and PS4 looks like the most likely platform. I could see the western release plan as an answer to PS4's weak Japanese numbers which SE maybe hoped would be better when they started development on DQXI. A DQX PS4 port would seal the deal in my mind, but it's still the most probable platform as it stands.
I could see it being PS4/PS3 like Soriku suggests but it depends on how viable of a platform will PS3 be in 2016, cause Horii indicated in the same interview with the big screen comment that DQXI is on track for the 30th anniversary which is 2016.
And simply it would make sense if SE wants to stay in the big console development to double down on one horse not scatter between consoles, considering how tough the current Japanese market is. FF on Playstation, Dragon Quest on Nintendo, some exclusives on Xbox won't cut it this gen, would likely mean flops all around with people not wanting to invest in many home consoles.
So it is happening...PS4 preorder.
