That isn't really true. Both PSG and Monaco have been in the Champions League plenty of times before and the rich Russian teams (except the short lived Anzhi) have long been Champions League regulars from way before they started spending big.

When I talk about teams, I mean the players playing at said club and not the 100 year club history.

Monaco hasn't been in the CL for 9 years in a row and not even in any European Cup tournament for the last 8 years.
