If Smash U is delayed, it will have nothing to do with with Mario Kart 8's DLC launch in November (imho :3). The positioning of the DLC is to once again put Mario Kart 8 in the forefront of gamers' attentions as they look for a holiday purchase. The inclusion of Link and non-Mario themed tracks will reignite interest and conversations about the game. Nintendo is definitely hoping that the game will continue its forward momentum, and the DLC will boost that momentum into the holiday season (and then again into the spring season 2015).
As for Smash U, one way to find out if it'll be Winter 2014 or not.
