Exactly that's the shipment number.

Doesnt say that in the article...besides this was in late 2013. i would like to believe it has sold more than that. this game is still in the top 100 best sellers list here in the US

When they say sold like that and don't specify it, then they almost always mean sold to retailers/shipped.
