OK, makes sense. I take it this question has come it several times and in several debates, judging by that first sentence. Also, are sleep moves allowed? They're just as luck-based as anything and would effect strategies way more than evasion and icy/sandy weather. I'm not trying to be the devil's advocate. It's a legit question. I just began Y a week ago, and I haven't played since Gen III and never played competitively, so I'm doing a ton of catching up.
