Repackaging and reselling a game not even a year old and not announcing it until 3 months out to keep people buying the PS3 version so they'd double dip is poor form and anti-consumer behaviour. If Nintendo had done the same with Wii U remasters of Skyward Sword, The Last Story, or Xenoblade, I'd be calling them out on it.

You have no idea what went into the development of TLOU:RE and are just speculating to fit your agenda and support your claims. You have no information on when the development of the game started and claim again on your own biases that this game was was planned before the PS4 released and simply not announced because they wanted to get more sales.

In this fiction, you've manufactured then it does appear that, Naughty Dog prioritized making money over providing the PS4 version earlier.

This however is also the weakness of your claim.

Had Naughty Dog released TLOU:RE earlier, I argue that it wouldn't have affected PS3 sales to a significant degree. This is because each version is limited to the platform it is on. PS4 sales would suffer tremendously, because of the limited userbase, and worse yet, the developer support would have been split between TLOU and TLOU:RE which is extremely anti-consumer, moreso than you're allegation of double dipping.

If anything, releasing the PS4 version on launch is extremly anti-consumer, because its screws over all the people who bought the game 5 months earlier. Even yearly releases have the the decency to wait 12 months.

In other words, the benefit of waiting is much more in the intrests of the consumer, not to mention it was fans who requested TLOU:RE in the first place.
