I should more strongly point out that the information concerns the source.

Hence anything Google says is PR, anything the Media says about Google is not PR, but anything that Google tells the Media who then tell the public is PR about Goolge.

Thus education isn't PR, if a teacher tells his students about him personally its not PR, but if he or his students post information about him publically then it is PR.
