Only Opinion cannot be proven as fact. As long as something is provable, in that it can be proven false or true, it is a factual claim.

That being said, a false claim while technically a fact, holds no weight whatsoever. But just like whether a statement is true or not, to say something is false it must be proven to be false.

So rather than assuming validity and factualness are the same thing, you would want to ask "Does PR holds less weight if it can't be proven as true", which doesn't necessarily means its false. I would say yes, because in that case its not wholly provable, and is like an opinion except it can be proven wrong.
