Yeah, thats in Minecraft that's called creation mode. In Minecraft's Adventure Mode you are limited in that you can only create stuff you collected, but you can collect everything with the right tools.
The only difference is that in No Man's Sky, there is only Adventure mode and you cannot collect everything because you can only collect what the Omnitool (That little gun you see the player using in the trailers) allows you to collect. Crafting itself is confirmed, because to even leave the planet you have to craft a spacesuit and a ship, and toxic environments will call for crafting special suits. The Omnitool itself will probably require an energy source as will the ship, and the player will probably need food as well.
You can't create everything that you can in Minecraft, but that because Minecraft is literally a world of (lego) blocks more or less
