I end up posting this every time the rhythm game is brought up. The main problem with this game is control, and there's no question that it's a flaw in the game that these controls aren't clearer.
The problem is that the game leads you to believe that the music game uses motion controls. You think that shaking the wiimote to the beat will win the game, but it won't. This game actually uses the IR camera, not the accelerometer. You're meant to point the wiimote at the screen at the right moment so that the camera sees a streak of IR light on the beat. Once you understand this, the game should feel much more responsive.
FYI, the fishing game is also based on IR.
