The PSP is still relatively popular in certain European countries and Latin America because it's dirt cheap. Wii U, 3DS, Vita don't have the same built-up userbase in these countries and soccer is like a religion in some countries, EA throwing those markets a bone with FIFA is not unexpected and has nothing to do with Nintendo.

The original Wii still got FIFA 14 even though Wii U didn't, it's all because Wii still has some presence for low-budget markets and FIFA soccer has massive appeal in certain countries, EA is just trying to appease that part of the market.
