Rebalanced gameplay, new content, improved visuals, new version of the engine, includes the DLC in the one package so acts as a GOTY edition. Why wouldn't they release it on PC?

Ah I didn't know about the rebalanced gameplay. That makes sense as it's probably more than a simple patch + DLC could fix.
