Its not logical in the literal sense, which is how you are understanding it but its clear from the context that its a matter of conotation, the associative meaning of the phrase as opposed to its denotation, its literal meaning.
The two phrases literally mean the same thing i,e have the same denotation, but have different contrary connotations. 1) Focuses on the boost itself, while 2) focuses on the total that was brought down by the lower period.

Its not claim, counter claim its simply offering an alternative view point to the one that is common, boosts are great "Anything can Happen" but the baseline be sufficient as well "Consistency is key.
