No. It's just not possible. While the hardware isn't the hottest on the planet, there's no way of shrinking it enough to fit it inside the gamepad. You can of course have hardware in a few years with comparable power, but that would be a complete different architecture (most likely ARM) that won't ever be able to emulate Wii U games.
PowerPC just uses way too much power to be ever used in such a small form factor. I mean, it could most likely be optimized to reach the same levels as ARM, as they are both RISC CPUs and the PPC architecture isn't bad by any means. But nobody would ever throw money out of the windows to do that and surely not Nintendo themselves. PowerPC is more or less dead, apart from embedded systems, and that's why its evolution has struggled to keep up with other architectures.
