Despite the Vita doing poorly in the West, the PS4's utterly abysmal showing in Japan means that the handheld still has a part to play for Sony. The Vita is Sony's only foothold in Japan for the foreseeable future, and the PS4 will continue to stay irrelevant until... halfway through 2015? Their total focus on the Western market is definitely apparent (but it's working for 'em so... I guess they'll take that any day.).

Yeah, they obviously want to maintain their presence in the Japanese market, and I'm guessing it's more about garnering eastern developers for worldwide software diversity.
