Yes, for the extra money they get extra staff that will help keep the Q1 2015 promise. 

Otherwise they will keep on working with the regular staff until all ports are done.

That is how they have explained it.

"The way stretch goals are presented make it look like the game will not be ported if we don't reach the goal. This isn't true! Right now we have plans to port Midora on all platforms and consoles possible. Console ports will happen no matter what, it's just a matter of time. If we don't reach those stretch goals, that only means the game will be ported later. With the extra money from stretch goals however, we can hire a few people to have the game ported while we're making progress, which in turn means releasing the game on consoles sooner, or even allowing us to release simultaneously."
