I mean this here is a 480p screen of ProjectCars that I upscaled to 1080p (so I basically did what your TV does to 480p games)

That's how it would look if your tv was the size of the gamepad, it would not look anything like that if a 480p image was stretched over a 46" tv, no matter how good the scaling.
