These consoles have limitations. Even ND apparently struggled to make a PS3 game 60 fps on the PS4. They also claim Bluray is too limited in space.

A side team, is remastering the game which is already at 60, pushing it past 60. 

to Say ND is struggling with it is an exaggeration, and working hard doesn't = struggling
