There was a super popular petition back in 2002 with over 10,000 signatures (which was a lot back then) where people wanted The Wind Waker to have OOT graphics. Also, EGM did an April Fools joke about Wind Waker being remade in OOT graphics and people got super excited over it. With many claiming they will finally play Wind Waker.

Are there people who actually believe the cel shaded graphics didn't affect sales at all?

 

It affected sales at the time, but that doesnt mean it will affect sales now. Much different environment for Zelda U.
