They counted as units sold when they were sold back in 2006 and any of those systems which died after 2009 were no longer covered by even the extended warrenty so people had to go out and buy another Xbox to continue playing and enjoying their 360s. There is no way these multiple purchases via RRoD are not counted from actual sales of consoles.
Heck you can work this out for yourself in about 5 mins on the front page with any multiplatform game,
Ps3 watchdogs has .62m sold
X360 version has .53
GTA5 on the Ps3 has 17.47m
xbox360 has13.88m
and even with that, the Ps3 had GTA5 on psn from Day1 with loads of copies being sold digitally while there was a shortage of physical units after launch but the Xbox360 didn't have it as a Games on Demand game for some time after launch since there was issues with having the full game on the HDD. If you see those sort of number differences between multiplatform games then it should be very clear that there is a massive difference in the number of consoles which are sitting infront of TVs selling software or in a landfill somewhere doing nothing but buffering a number for the past 5 years.
