They never said that,  some supposed rumor - obviously now false - said that. Since we don't know their budgets we can't really get into that. In terms of scope of the game and effort, no, of course not. Zelda is their benchmark series. It's like asking if Chevy will make a car faster than the Corvette. Close to Zelda? Sure. The next 3D Mario or maybe Retro or Monolith games, though Xenoblade releasing next year probably means nothing by 2017.
